Ex Libris began with an idea. The idea was to turn Port Fairy into the "book village", Hay-on-Wye for one weekend. Di Clanchy, a new councillor at Moyne Shire had the idea and phoned several community members whom she thought would make excellent committee members. They were: Roger Borrell, Peter Strickland, John Hooker, Sylvia Jones, Elizabeth Laidlaw and fellow councillor Craig Delahoy. The first few meetings were held at the home of Rae Crawley and John Hooker, and Rae became involved as well. Later the group welcomed Nan Duff to the committee.

As well as wanting to see a book event in Port Fairy ( Di being a librarian and bibliophile), the then councillor Clanchy was concerned about the local Port Fairy Indoor Heated Swimming Pool Project, which at that time was desperate for extra funding. The first Fair initially was to raise funds for that committee. Later the committee decided on a 3-way split between Pool committee, Hospital and the local library.
